Opportunity
Community Health Independent Practice Association (CHIPA), the oldest and largest provider network for federally qualified health centers in the state of New York, is seeking a visionary strategic leader as its next Executive Director.
Reporting to the Board of Managers, the Executive Director will hold a highly visible role providing strategic leadership, financial acumen, and operational excellence to this central hub of twelve constituent community health centers, working hand in hand with FQHC executives to advance CHIPA’s value-based care approach. Key priorities for the role since inception of the IPA have included negotiating value and risk bearing contractual terms with Medicaid Managed Care Organizations on behalf of FQHCs; adding member FQHCs to the network; navigating state and national regulatory environments to advocate for member health centers as primary care partners; and leading a team to deliver outstanding results on contract performance. Going forward, the Executive Director will explore and guide longer-term strategic imperatives, including but not limited to (1) positioning CHIPA’s next-wave approach to Social Care Networks under the 2024 New York State Medicaid Section 1115 waiver amendment, (2) leading future-state financial contracting strategy to protect downside risk and grow revenues, (3) evaluating possible risk-bearing arrangements beyond Medicaid lines of business, and (4) expanding the provision of population health management services to members in the IPA.
Position Summary
The Executive Director of CHIPA will play a pivotal role in driving the organization's mission and goals. This leadership position requires a unique set of qualifications, including the ability to navigate complex regulatory environments, engage with the Board of Managers, and lead a team to deliver outstanding results. The Executive Director should be a visionary leader with a deep understanding of the managed care industry, government regulations, and the intricacies of Federally Qualified Health Centers. This leader is also a dynamic individual who provides strategic leadership, financial acumen, and operational excellence to the organization.
Position Requirements
Education
- MPH, MBA, MPA, or equivalent required.
Experience
- Proven experience in managing board and committee structures.
- Proven executive leadership experience in healthcare, non-profit, or related fields.
- Familiarity with Medicaid, Medicaid reform, and Value-Based Payment contracting.
- An understanding of Federally Qualified Health Centers and their role in the primary care system.
- Strong skills in analytical problem-solving, project management, and effective written and verbal communication.
- Strong understanding of healthcare industry dynamics and trends.
- Exceptional communication, negotiation, and relationship-building skills.
- Proficient in financial management and strategic planning.
- A passion for community health and social impact.
- Working knowledge of how to leverage population health management platforms and payer-supplied data (i.e., claims, membership, and utilization) is preferred.
Compensation
An attractive compensation and benefits package will be offered commensurate with the candidate’s experience, with a base salary range of $250,000 yearly and the chance for professional growth and development opportunities.
